Second continous Bukin function test function. The formula is given by [REMOVE_ME]f(x)=100x22+0.01x1+10[REMOVEME2] f(\mathbf{x}) = 100 \mathbf{x}_2^2 + 0.01 * ||\mathbf{x}_1 +10|| [REMOVE_ME_2]

and the box constraints mathbfx1[15,5],x2[3,3]mathbf{x}_1 \in [-15, 5], \mathbf{x}_2 \in [-3, 3].
