Prepare yticklabels for plot

mdaplot.getYTickLabels(yticklabels, yticks, excluded_rows)

Arguments

• yticklabels: yticklables provided by user (if any)
• yticks: yticks (provided or computed)
• excluded_rows: rows excluded from plot data (if any)
